True, but I reckon it will take Blue Steel a while, to figure out how the site works.

Have you ever gone back to a program you wrote a year ago, and wondered how the heck you did it ?  ;D

can you see the box you enter text in and   the shout button ?

I've also just reset its permissions , everything looked and works fine here

Shoutbox is visible but I can't enter anything as there is control to enter text and submit it.

No sign of a shout box or button here - I'm using Windows 7 and Firefox ..  :(

My comment was suggesting the forum setup software is probably quite tricky ..  :)

BS, you need to check the SMF group permissions, that's where they are hidden in these newer versions of Tinyportal.
